Public Notice: Lifting of Moratorium on Accommodation Establishments Development – La Digue
The Government of Seychelles wishes to inform the public that the moratorium on the halt of accommodation establishments development on La Digue has been lifted as of 1st June 2025.
Only 156 new rooms will be permitted over the next five (5) years.
The following conditions apply:
· Only guesthouses and small (boutique) hotel projects will be permitted.
· A maximum of 15 rooms per developer will be allowed.
· Individuals who already own an accommodation establishment may expand their existing facility, provided the total number of rooms does not exceed 15.
· An individual with an existing establishment may also apply for one (1) new project of up to 15 rooms.
· Self-catering establishments will not be permitted under these new guidelines with respect to the 156 rooms.
· No individual will be allowed to submit multiple applications.
· An independent evaluation committee will review all submissions.
· Interested developers must submit an Expression of Intent (EOI) via email to: 📧 ladigueeoi@seychelles.com
Change-of-Use Applications:
Applications for change-of-use will be permitted under the following conditions:
The proposed project must be converted into either a guesthouse (at least with breakfast facilities) or a small (boutique) hotel.
If an operator has an existing self-catering establishment where they are operating rooms not currently included under their license, they will be permitted to apply for change of use of these already existing rooms and maintain their existing license. Operators must send a letter to 📧 cou@seychelles.com with their application form.
Environmental and Infrastructure Requirements:
To promote sustainable development on La Digue:
· All new and change-of-use accommodation establishments must connect to La Digue’s main sewerage system, where infrastructure is available and ready for connection.
· All new establishments, including change-of-use projects, must obtain at a minimum the ‘Sustainable Seychelles’ recognition status prior to commencing operation.
